MAHUBE-OTWA Community Action Partnership, Inc. has an opening for a full-time, 40 hour per week, benefited, Human Resource Director position.

TITLE:  Human Resource Director

DUTY STATION:  Detroit Lakes, MN, MAHUBE-OTWA office.

QUALIFICATIONS:  REQUIRED:  Bachelor’s degree in Human Resource Management, Human Resources, Critical Race/Ethnic Studies, or related field.  PHR or SPHR or secured by end of introductory period Intercultural Development Inventory QA or secured within two years of employment.  Certified Community Action Professional or secured within four years of employment.  PREFERRED:  Master’s Degree. Additional education and training in family systems and/or social services preferred.  Three years of experience in supervising and program management.  Five years in Human Resources with a strong background in employee relations, recruitment, diversity/equity/inclusion, and benefits.

BASIC FUNCTION:  Reporting to the Executive Director and a member of the Leadership Team, the Human Resource Director plays a key role in ensuring an environment where all employees can thrive. Familiar with work-related stress of caring for and assisting clients who are often in crisis and/or overcoming systemic barriers, they have a keen understanding of how to support and motivate staff who work daily in this environment. They put their skills and knowledge to work on behalf of employees and culture. 

    -Develops and leads Human Resource strategies;
    -Fosters a diverse workforce through equity-driven practices and an inclusive learning culture;
    -Identifies opportunities for improvement, proposes creative and pragmatic solutions, and thoughtfully designs process        roll-outs through a change management lens;
    -Has a clear vision and knowledge of what needs to be done as they educate and bring others along;
    -Manages all Human Resource operations and business functions, including but not limited to:
           *Employee relations, engagement, recruitment, and retention;
           *Benefits administration and compensation;
           *Performance management;
           *Orientation, training, and development;
           *Safety and compliance;
           *Policy development for all employment and personnel operations;
           *Budget and administration of the human resource management system.
Capable of acting at both strategic and tactical levels in a complex, highly regulated environment, stay up-to-date in HIPPA compliance, employment law, and able to learn and stay updated on regulations.  Must have the ability to recognize and maintain confidentiality of client information and work materials.
