SUMMARY

The Intake Specialist primarily provides initial client intake and eligibility determination. Responsible to verify accuracy of Head Start applications (both Head Start/Early Head Start) and assist clients with questions.

 

ESSENTIAL FUNCTIONS:

•Work effectively and establish mutually respectful partnerships with individuals and families to receive Head Start services.

•Responsible to offer assistance to families in completing Head Start application, including in-person or phone interviews.

•Verify Head Start applications to assure that required income documentation or pertinent documents (foster care, homeless, etc.) are provided. 

•Calculate household income to determine eligibility for the program according to the Federal Poverty Guidelines. (Be aware of annual changes to Federal Poverty Guidelines.)

•Maintain knowledge of all CAP Agency programs and services, as well as community resources in order to support families with information and referrals for additional resources. 

•Annually review and update all Eligibility forms, Head Start applications and other documents as it pertains to Intake. 

•Annually assist with updating Head Start policies, procedures and forms as needed.

•Complete data entry in ChildPlus and complete Income Verification Forms.

•Scan Head Start applications, Income Verification Form and other supporting documents into ChildPlus. Work closely with staff to assure accuracy in scanning process.

•Maintain knowledge of Head Start software (ChildPlus) to assist others when needed.

•Order and organize all Head Start forms and resources as necessary.

•Organize and assemble Head Start enrollment packets and folders.

•Provide office support to other Head Start staff when needed.

•Assist with CAP community projects (i.e. school supplies, coats, food donation pick up, etc.) as needed.

•Attend and participate in meetings, workshops, conferences and community events as necessary as it relates to the position and program. (ChildPlus, MHSA, Southern Cluster or other ERSEA trainings/workshops).

•Perform other duties as assigned by Supervisor or Head Start Director.

 

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines 

Two years post high school education with business background or equivalent combination of education and experience. Minimum of two (2) years of experience in office setting with demonstrated ability in office procedures. College degree/equivalent coursework or work experience in a social work or related field. Previous work experience with social service providers, and organizations working with people living with low incomes. Knowledge of community resources; ability to establish working relationships with individuals, families and community partners, Knowledge of issues faced by people living with low incomes and the ability to effectively and compassionately work with difficult clients who are under extreme stress due to their circumstances, able to respond competently to the culture, traditions, lifestyles, language, and values of each family, the ability to deliver a difficult message to a client when they may not be eligible for services, ability to think creatively when advocating for families, good interview and assessment skills, ability to work in independent settings and take direction from department director, strong organizational skills, problem solving ability, effective listening skills, good communications skills, ability to be non-judgmental, ability to implement a strengths-based and empowering approach of service delivery. Strong math skills desirable. Must have access to reliable transportation. 

COVID-19 REQUIRMENT: The Office of Head Start is requiring all Head Start employees to complete their COVID-19 vaccination series by 1/31/2022, or upon starting date, unless the Scott Carver Dakota CAP Agency approves a medical or religious accommodation as required by applicable law. New employees must submit vaccination documentation or be approved for an exemption/accommodation before beginning work.

 

Knowledge of: 

•Applicable state and Federal rules and regulations governing Head Start.

•CAP administration policies, including accounting, budgeting, and personnel rules.

•Professional standards for business correspondence, writing, spelling and grammar.

•Business and personal computers, and spreadsheet software applications.

•Customer service standards and protocols.

•Principles of record keeping, records retention, records management, and file maintenance.

LICENSE AND CERTIFICATION REQUIREMENTS 

A valid Minnesota State Driver’s License may be required. 

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. Mobility to drive a motor vehicle in order to attend meetings. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
