Full Job Description: Scope of Supervision: Head Start Recruitment and Outreach Coordinator, Enrollment Specialists, Subsidy Administrator, and ERSEA Administrative Assistant Essential Functions (Not All Inclusive): Duties and Responsibilities: Develop, implement, manage, and monitor policies, procedures and systems related to the eligibility, recruitment, selection, enrollment, and attendance of children to comply with federal regulations and in order to ensure the program reaches and maintains full enrollment throughout the year. Eligibility, Recruitment, Selection, Enrollment and Attendance duties: -Monitor the verification of income and eligibility qualifications of children and families -Develop and facilitate a committee consisting of managers, staff, and parents to annually review and adjust the program’s selection criteria based on the community needs assessment and other data sources, and present the proposed changes to the Management team, Policy Council, and CAPRW Board on an annual basis -Ensure full program enrollment, including the percentage of over income participants in accordance with HSPS, and maintenance of a sufficient wait list -Ensure on-going monitoring, tracking, follow-up and analysis of enrollment and attendance data, and report on outcomes to the management team Management duties: -Provide clear and consistent training and/or consultation, as needed, throughout the program on all ERSEA standards, policies, and procedures according to position responsibilities as they relate to ERSEA. -Set and maintain professional standards by supervising the ERSEA department staff, monitoring performance, providing evaluations, facilitating goal setting and staff development. -Assist in analyzing community needs assessment information, monitor and document progress towards ERSEA-related program goals, and participate in the planning of program design options and other committees to meet program goal objectives through the program’s Continuous Quality Improvement efforts. -Other duties as assigned or needed. Required Education & Experience: -Bachelor's degree in nonprofit administration, social work, family studies, human services, project management, marketing, communications, or a closely related field; -Minimum of 3 years of supervisory or leadership experience in an early childhood, non-profit or social service setting; -Knowledge of Head Start Performance Standards, especially those related to ERSEA -Understanding of intersectional nature of social justice and equity interpersonally and systemically -Strong knowledge of Google Suite and Microsoft Office Preferred Education & Experience: -3 or more years of Head Start experience. -Experiencing using ChildPlus. -Strong knowledge and understanding of the implementation of comprehensive Head Start services and eligibility requirements. -Experience developing, implementing, and managing systems, procedures, policies, databases, and other professional documents. -Experience with data-driven decision making and outcome-based program evaluation. -Training experience. General Requirements: -Must successfully complete a background study and fingerprinting. -Because Head Start operates sites across Ramsey County, a valid driver’s license and access to a reliable vehicle on a daily basis is required. Abilities and Skills: -Ability to communicate in a professional manner, including excellent reading, writing, and interpersonal communication, and use good judgment. -Analytical and critical skills. -Strong organizational skills, including the ability to analyze problems and data, identify solutions, and implement recommendations in support of goals. -Must have demonstrated leadership skills including the ability to work independently and collaboratively with strong organizational and time management skills including capacity to supervise and motivate staff and work as a team. -Ability to effectively relate and communicate to people of varying multi-ethnic and socio-economic backgrounds. Core Technology Competency: Level -2 Intermediate 1 Work Knowledge: -Demonstrated understanding of the lived experiences of families impacted by poverty -Demonstrated knowledge of child development and developmentally appropriate practices in early childhood education is beneficial. -Knowledge of adult learning and teaching styles. Physical Requirements: -Physically capable of work consistent with an office environment. -Must be able to successfully pass the pre-placement Head Start physical exam. -Mental Requirements: This position requires the ability to handle and prioritize multiple tasks, and the ability to function independently, to lead others and act as a member of a team. -Must use reading and writing skills frequently, problem-solving and reasoning skills constantly. -Capable of using good judgment. -Capable of speaking in front of large groups, small groups, and individuals. Environmental Requirements: Office environment, school environment (classroom and playground), training and meetings at various locations within the community. This position is eligible for remote work up to 20% of the time.

Salary (optional): $64,278 - $83,567 annually
Job Summary (optional): Job Summary: Under the direction of the Assistant Director overseeing the ERSEA content area, the ERSEA Manager is directly responsible for the overall administration, supervision, coordination, and organization of work related to the eligibility, recruitment, selection, enrollment, and attendance (ERSEA) of children. The ERSEA Manager is also directly responsible for ensuring the program complies with the ERSEA-related Head Start Performance Standards (HSPS) with the goal of attaining and maintaining full enrollment through the program year. Additionally, the ERSEA Manager must develop and implement clear policies and procedures reflective of the community served.
