Full Job Description: Job Summary: Under the direction and supervision of the Assistant Director, this position is responsible for the coordination of all Health Services duties outlined in the Head Start Performance Standards to ensure compliance with federal, state and local regulations and to ensure quality programming for Head Start participants. This is a flexible position designed to meet the changing needs of the Head Start program in the Health Services area. Scope of Supervision: Health Services Coordinator and Child Wellness Service Provider Essential Functions (Not All Inclusive): This position is responsible for ensuring that the Head Start program is compliant with all state and federal Health Regulations including: following Health Insurance Portability and Accountability Act (HIPAA) rules, Minnesota Rule 3 Licensing Regulations, Federal Head Start Performance Standards, Occupational Safety and Health Administration Standards (OSHA), and Early Preschool Screening, Diagnosis and Treatment (EPSDT) guidelines. In collaboration with the Health Services team and the Content Area Managers, responsible for creating a vision and executing an implementation plan for all health services within the Head Start program. Provide expert opinion on health symptoms and conditions to help triage the child to the appropriate level of care. Make referrals when needed. In collaboration with the Health Services Coordinator, ensure systems are in place to support families in navigating through health systems to meet both the general health needs and specifically identified needs of their children. Act as a liaison to community school districts, health/dental service providers, and nutrition service providers. Identify and utilize state and community resources for health services. Build partnerships when service gaps are identified Plan and conduct meetings with parents, staff and/or community agencies and schools to write Head Start Individual Child Care Plan (ICCPP)/ Health Care Plan/ Medication Administration Plans, as needed, in a timely manner after receiving a diagnosis from a licensed/certified professional. Complete two visits, at minimum, to each pregnant participant in the home-based program, one prenatal and one postpartum, to provide health education and support, as needed, to the pregnant participant and new baby. Manage and oversee implementation of health related RFPs, budgets, contracts and grants. Ensure cost effectiveness that complies with the established budget. Other duties as assigned. Qualifications: Education & Experience: Bachelor of Science in Nursing (BSN) and MN Registered Nurse (RN) License required. Public Health Nurse registration preferred (must be eligible to become registered under Minn. Rules 6316). A minimum of 4 years of related experience with children and families, with 2 years of supervision experience preferred. Experience working with young children and families is highly and/or Head Start experience preferred. Abilities and Skills: In order to be successful in this position, the person will at minimum need to possess the following abilities and skills: Must possess effective oral and written communication skills, including public speaking. Must possess strong writing capabilities in writing and monitoring policy and procedure. Ability to communicate effectively with a variety of multi-ethnic and socio-economic groups and/or individuals. Must be able to work independently, take initiative, establish priorities and meet deadlines. Must possess strong organizational skills and the ability to develop and coordinate team work assignments. Proficiency with Microsoft Office (Word, Excel, Outlook). Core Technology Competency: Level 3 – Intermediate2 Driver’s License: Valid driver’s license and a reliable transportation are needed to accommodate multiple work center sites and to conduct home visits. Work Knowledge: Must have extensive knowledge of laws surrounding child health care practices, confidentiality and ethical practices. Must have knowledge of early childhood and family health care, including preventive, early intervention and health maintenance practices. Extensive knowledge of community resources required. Knowledge of local and state child care, health, sanitation, OSHA and Blood Borne Pathogens regulations is required. Knowledge of Head Start Performance Standards is preferred. Mental Requirements: Must be visionary, highly energetic, motivated, optimistic, patient and a team player. Must be passionate about children’s health and comfortable and enthusiastic about working with very young children and their families. This position requires an awareness of deadlines, the ability to handle and prioritize multiple projects, and the ability to function independently. Interest and ability to interact effectively with low-income, multi-cultural and multi-ethnic groups and individuals required. Flexible hours will include occasional evening and weekend work. Environmental Requirements: Normal office environment. May be required to conduct home visits with families, may be required to ride Head Start buses.
