Full Job Description: Job Summary: The Sr. Director, Human Resources oversee all human resources (HR) functions ranging from policy, compliance, recruitment, to advising supervisors and managing the day to day operational details critical to HR functions. As a member of the Sr. Leadership team, the Sr. Director, Human Resources participates in agency-wide strategic planning that guides the organization to ensure authentic community impact and creates and maintains a work environment where all employees feel valued. To reduce the causes of poverty and its impact on people’s lives Scope of Supervision: The Sr. Director, Human Resources is accountable for overall supervision of the HR Team and Diversity, Equity and Inclusion contractual services and/or staff. Duties and Responsibilities (Not all inclusive): Provide leadership and oversight of the Human Resources Department including compensation and benefit plans; recruitment, selection, and placement process; Human Resource data management systems; performance management; staff development; employee orientation programs; and employee recognition activities Collaborate with other members of the Sr. Leadership team in the development and implementation of diversity, equal opportunity, and affirmative action policies and programs that drive greater diversity and inclusion throughout the agency. Lead development and delivery strategies for overall staff development training (Community Action University) including compliance, management and organizational acumen, utilizing virtual and in-person delivery systems. Ensure the establishment of and the monitoring/reporting of outcomes of the Race Equity Committees: DEI Leadership Committee, Organizational Learning Agenda Committee, and assist with the facilitation of other committees or work groups as needed to deliver agency-wide inclusion trainings, curriculum, and learning communities. Monitor Agency compliance with and ensure adherence to applicable federal, state, and local laws, regulations, and guidelines regarding personnel policies, practices, and procedures. Act as primary Agency contact for handling labor relations, grievances and Compliance Officer for formal complaints; investigate, summarize, and make recommendations in an objective manner. Serve as lead negotiator (“chief spokesperson”) for union contract negotiations, directing the activities of the management negotiating team. Maintains knowledge of trends in Human Resource management and stays abreast of compliance issues. Consult with legal counsel, as appropriate, on matters related to employment and labor law. Act as the equal employment opportunity/affirmative action/ADA coordinator. Provide oversight of the development of the Agency’s affirmative action plan and Americans with Disabilities Act (ADA) Plan. Lead the development and execution of the annual all staff recognition event. Prepare special reports and documents as needed and/or as directed. Other duties as assigned. Education & Experience: Bachelor’s degree in Human Resources or related field with 10+ years of experience in the field or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job including five (5) years management experience, is required. Two years of experience labor relations experience in a union environment is strongly preferred. Experience working in a social service agency is strongly preferred. Experience with delivering training in virtual environments is preferred. SPHR or similar certification preferred. Abilities and Skills: Excellent oral and written communication Supervisory, organizational, leadership, analytical, and management skills Ability to identify and research problems and develop, recommend, implement, and monitor solutions Must be able to meet deadlines, work under pressure, and be tactful and diplomatic Must be able to demonstrate cultural competency in working with individuals and/or groups Must be able to work occasional evening and weekend hours travel locally as needed Must possess the ability to maintain confidentiality Must be able to work both independently and as team player. Mental Requirements: This position requires an awareness of deadlines, the ability to handle and prioritize multiple tasks, and the ability to function independently. Environmental Requirements: Normal office environment.
