Job Summary

This position works as part of a team to provide a quality seamless Early Childhood Education program, serving children from birth to 5 years of age in Itasca and Koochiching County. Work to ensure the compliance of programming under Federal Performance Standards and MN Childcare Licensing. Assist in the hiring and training of employees, supervision of assigned staff, as well as the implementation of a coaching strategy that works to ensure classroom staff reach their full potential. Work to improve the quality of lesson plans, TSG observations, data tracking, and usage. Ensure disability, mental health, health, and safety requirements for the Head Start Program are being met. Assist program staff in promoting positive, significant, and sustained outcomes for children. 

Qualifications

Education:

  • Baccalaureate or advanced degree in Early Childhood Education, or a BA or advanced degree and equivalent coursework in Early Childhood Education.
  • CLASS Certification and willingness to maintain.

Experience:

  • Minimum: more than 3 years Early Childhood teaching experience
  • Coaching Experience
  • Supervisory Experience
  • Experience in securing and individualizing needed services for children with disabilities.

Authorization:

  • DHS Background Study
  • Valid Driver’s License
  • Employee Physical/TB Risk Assessment
  • MVR Approval for use of agency vehicles

Primary Duties & Responsibilities

This job description is not intended to be all-inclusive and employee will also perform other reasonably related business duties as assigned.

Area 1: Funding and Fiscal

  • Assist program leadership in obtaining resources and donations for special projects and initiatives.
  • Provide input to Department Director in development of Head Start, Early Head Start and Pathway funding budgets as needed.
  • Operate within budget parameters while ensuring the classrooms have the resources they need.
     

Area 2: Program Planning & Ongoing Monitoring

  • Assist in program planning and ongoing development of the Head Start and Early Head Start program as part of Education Leadership.
  • Assist program leadership in conducting the program’s yearly self-assessment and assist in developing an action plan to ensure compliance with all rules and regulations.
  • Assist in the development and monitoring of program goals and objectives. 
  • Complete the CLASS tool on assigned classrooms twice yearly, work with classroom staff in the development and monitoring of goals to improve CLASS scores as needed.
  • Work with the Director of Education to evaluate and analyze child outcome data and School Readiness Goals three times yearly to utilize for program planning.
  • Report results to Head Start Leadership team, Policy Council, and KOOTASCA Board of directors as directed.
  • Plan and conduct Policy Council Sub Committees as needed.
  • Work as a team to ensure all Education related component areas of the Head Start Performance Standards are met and documented
  • Assist staff with ensuring all HS, EHS, and blended classrooms are licensed and comply with MN Childcare Licensing and Rule #3 licensing requirements.
  • Work with office staff to ensure mental health, disability, and other information is entered into Child Plus and School district data system as directed by Education Support Manager.
  • Ensure all IEP’s or IFSP’s contain the required information as regulated by the Individuals with Disabilities Education Act (IDEA).
  • Ensure that contracted mental health providers in each county complete classroom observations and report information to classroom staff.  Arrange for additional child specific observations as needed.

Area 3: Supervision of Staff

  • Work as a team to hire, train, and support all classroom staff. Work as a team to provide the initial onboarding and training of new education staff.
  • Maintain a comprehensive onboarding process to ensure new staff have the resources and support needed to be successful.
  • Work as a team to develop clear rolls and responsibilities for all classroom staff and volunteers.
  • Work as a team to develop staffing patterns and extended care arrangements.
  • Complete Annual Staff Evaluations and ‘End of Orientation’ evaluations that include goals and written Professional Development Plans for applicable staff.
  • Perform regular observations in assigned classrooms yearly and provide feedback to staff.
  • Work as a team to ensure that all classroom staff are fully trained in the use of all program curriculums and assessment tools. Provide one-on-one training as needed.
  • Review and provide input/feedback on classroom weekly lesson plans to classroom coaches. Ensure that individualization of students with special needs are included on lesson plans.
  • Conduct monthly data/child study meetings at assigned sites.
  • Work with Invest Early partners to develop yearly training calendar.
  • Oversee the submission of classroom monthly paperwork, including end of month and conference paperwork. Track, enter, and respond to classroom staff.  Work with office staff to ensure it is entered in Child Plus.
  • Assist in the implementation of the program wide coaching model in accordance with Head Start Performance Standards.
  • Provide coaching in compliance with Head Start approved coaching at assigned sites, including to both staff and childcare partnership providers.
  • Respond to emails phone calls and communications in a timely fashion to ensure staff is supported.

 Area 4: Coaching of Staff

  • Work with community partners to develop and implement a research-based, coordinated coaching model program wide in accordance with Head Start Performance Standards.
  • Assess assigned education staff to identify strengths, areas of needed support, and which staff would benefit most from intensive coaching;
  • Provide opportunities for intensive coaching to those education staff identified through the process above, including opportunities to be observed and receive feedback and modeling of effective teacher practices directly related to program performance goals
  • Provide opportunities for education staff not identified for intensive coaching to receive other forms of research-based professional development aligned with program performance goals;
  • Ensure intensive coaching opportunities for the staff identified that:
  • Align with the program’s school readiness goals, curricula, and other approaches to professional development;
  • Utilize a coach with adequate training and experience in adult learning and in using assessment data to drive coaching strategies aligned with program performance goals;
  • Provide ongoing communication between the coach, program director, education director, and any other relevant staff; and,
  • Include clearly articulated goals informed by the program’s goals and a process for achieving those goals,
  • Work as a team to establish policies that ensure assessment results are not used to solely determine punitive actions for staff identified as needing support, without providing time and resources for staff to improve.
  • Provide coaching in compliance with coaching model at assigned sites. 

Area 5: Parent/Child Support

  • Encourage and support parents in the development of IEP’s and IFSP’s. Ensure that a representative from Head Start attends IEP meetings whenever possible.
    Review and evaluate ASQ information and ensure needed services and supports are provided.
  • Inform all parents of Special Needs children and ensure they understand their rights in accordance with State and Federal Laws.
  • Work with parents, classroom and enrollment staff to identify and place children into therapeutic classrooms.
  • Work with classroom and enrollment staff for placement of children in extended day programing.  
  • Research and offer training opportunities for parent of special needs children.

Area 6: Program Compliance

  • Under the guidance of Director of Education, ensure all Mental Health & Disabilities, Health, and Safety related component areas of the Head Start Performance Standards are met and documented at assigned sites.
  • Work with Health, Safety, & Nutrition Coordinator to ensure that all children have developmental screenings within 45 days of entering the program.
  • Work with Health, Safety, & Nutrition Coordinator to ensure that all Education employees have an Employee Physical & TB Risk Assessment completed within 90 days of hire, and every 3 years thereafter.
  • Maintain records in Child Plus for mental health and disabilities paperwork, including: obtaining necessary paperwork, referrals, IEPs, IFSPs, ASQs, mental health services being received, and expiration dates of plans and assessments, and follow up as needed with teachers, providers, and partners. 

Area 7: Community and Partnership work

  • As part of Head Start/Invest Early Leadership, represent Head Start in a positive manner, ensuring Head Start performance standards are met within blended classrooms.
  • Serve on Invest Early sub committees, including: Nuts & Bolts, Training, etc.
  • Work as part of a team to promote the Head Start philosophy and program throughout communities in the two county area, including through TV, radio, newspaper ads, and other sources.
  • Participate in community wide initiatives that may benefit the children and families we serve.

Physical Demand:

  • Must be able to lift 50 pounds.
  • Requires sitting, standing, bending, stooping and reaching.

Travel:

  • Must have reliable transportation.
  • Must have valid driver’s license and current auto insurance coverage in compliance with Minnesota State guidelines on the vehicle used for work related travel.
  • Travel for completion of job duties, trainings and meetings as required.
